This is not conditional on user interaction — the SDK collects and transmits data as part of initialization.
Which regulations apply immediately
GDPR (if users are in EEA/UK): Meta Audience Network processes personal data (device IDs, advertising identifiers, and inferred behavioral data are all personal data under GDPR Article 4(1)). You become a joint controller with Meta under GDPR Article 26 if you determine purposes and means of this advertising data collection. You must have a lawful basis under Article 6 — typically consent under Article 7 — *before* the SDK runs. You also need a Data Processing Agreement (DPA) under Article 28.
